As local residents know all too well, Hollywood has been overrun by the homeless in the past five years. The situation reached a crisis point long ago. Growing groups of homeless have set up semi-permanent tent encampments in a number of locations in Hollywood, turning our historic community into another blighted Skid Row.
The policy of the City of Los Angeles, as outlined in early 2019 to a local neighborhood organization (the Argyle Civic Association) by a member of the LAPD's Hollywood Division, has been to allow these encampments to continue — to encourage and enable the homeless encampments, in fact — ostensibly to make it easier to contain these people and move them into "bridge" housing.
Section 56.11of the Los Angeles Municipal Code, stating (among other provisions) that tents must be taken down between the hours of 6 a.m. and 9 p.m. is NOT being enforced.
In many places, homeless tents block the entire sidewalk so that passers-by must walk in the street. The homeless are littering our streets with their tents, their belongings, their trash, and their human waste, as well as with hypodermic needles, used condoms, and other health hazards. And as if to add insult to injury, the LAPD turns its back on gangs of bike thieves in these encampments, who roam the neighborhood and prey on local residents.
Enough is enough.
We the undersigned demand that the City and the LAPD begin enforcing Section 56:11, including regulations about tents being taken down between the hours of 6 a.m. and 9 p.m.
